Snorkeling sunscreen questions
How long does water-resistant sunscreen last in the water?
40 or 80 minutes of swimming, and the label has to say which. Federal labeling rules allow only “Water Resistant (40 minutes)” or “Water Resistant (80 minutes)”, and the FDA says no sunscreen may be called waterproof or sweatproof. Of the 243 fully sourced sunscreens that are legal everywhere we track, 147 are rated 80 minutes and 14 are rated 40.
How often should you reapply sunscreen when snorkeling?
Every time you come out of the water, and at least every two hours. That’s the American Academy of Dermatology’s advice, and 21 CFR 201.327 requires a similar direction on every water-resistant label: reapply after 40 or 80 minutes of swimming, immediately after towel drying and at least every 2 hours. A long drift over the reef counts as swimming, so go by the minutes on your bottle.
Is a rash guard better than sunscreen for snorkeling?
For the skin it covers, yes. Maui County’s sunscreen FAQ names rash guards and wetsuits in the water as the first line of defense, ahead of sunscreen, to limit how much sunscreen reaches the ocean. The FDA also recommends clothing over exposed skin. Sunscreen still goes on whatever the shirt leaves bare, which when you float face-down is mostly the back of your neck and the backs of your legs.
Can you use spray sunscreen on the beach?
Yes, if its actives are mineral, though Maui County advises lotion because aerosols can pollute the air and sand. If you use a spray, the AAD says to spray until skin glistens, rub it in, and never spray near your face or into the wind. 29 sprays pass every law we track, and the spray picks are further down.
What sunscreen is allowed at Hanauma Bay, Molokini and the Big Island?
A mineral sunscreen (zinc oxide and/or titanium dioxide as the only actives) is legal at all three. Hanauma Bay is on Oʻahu, where only the statewide law applies, and it limits what stores sell, not what you wear. Of Hawaii’s three sunscreen rules, only Maui County’s also bans using a non-mineral sunscreen, which matters on a Molokini trip. 523 sunscreens we track pass the statewide law and fail Maui’s.
| Snorkel spot | Rule | What it means | Sunscreens that pass |
|---|---|---|---|
| Hanauma Bay Oʻahu | Act 104 | Oxybenzone and octinoxate can’t be sold. No law we track restricts what you wear. | 911 of 988 |
| Molokini Off Maui | Ordinance No. 5306 | Mineral actives only, and the ban covers using sunscreen as well as selling it. Put it on before you board. | 388 of 988 |
| Kealakekua Bay, Two Step Hawaiʻi Island | Ordinance No. 22-81 | Mineral actives only for sale. No law we track restricts what you wear. | 388 of 988 |

Mineral isn’t always enough
97 sunscreens we track use only mineral actives and still aren’t legal everywhere. 93 of them fail only in Palau, which also bans preservatives such as phenoxyethanol and the parabens. Hawaii, Maui and the other places we track don’t restrict inactive ingredients. If Palau isn’t on your itinerary, you can ignore this; if it is, check the inactive list or use the ingredient checker.
How we pick
- Legal everywhere. The product is allowed under every sunscreen law we track, computed from its Drug Facts label.
- Fully sourced. We have the complete active and inactive ingredient list, and the product is still sold.
- Ranked on the label. 80-minute water resistance first, then SPF 30–50, broad-spectrum protection, no listed fragrance and a stated non-nano active. Ties go to the shorter ingredient list.
- One per brand in each list, and no product appears twice on this page.
We haven’t tested how these feel on skin or how much white cast they leave, and we don’t track prices. “Reef safe” itself isn’t a regulated term; our guide explains what it does and doesn’t mean. For the full method, see methodology and sources.

Common questions
What is the best reef-safe sunscreen for snorkeling?
A mineral sunscreen, meaning zinc oxide and/or titanium dioxide are the only actives, with SPF 30 or higher, broad-spectrum protection and 80-minute water resistance. 49 body and sport sunscreens we track meet that bar and are legal in all 9 places with a sunscreen law; Suntribe Organic Mineral Face & Sport Zinc Sunscreen SPF 50 ranks first on our label score.
How many mineral sunscreens still fail a reef law?
97 of the mineral sunscreens we track are not legal everywhere, 93 of them only because of Palau, which also bans preservatives such as phenoxyethanol and parabens. Check the inactive ingredients too.
Are spray sunscreens reef safe?
A spray can meet every law we track if its only active ingredients are zinc oxide and/or titanium dioxide. The laws regulate ingredients, not format. 29 sprays we track qualify.
Does non-nano zinc oxide matter?
None of the 9 laws we track restricts particle size, so nano and non-nano zinc oxide are treated the same. 76 of the products on our list state non-nano on the label, if you prefer it.
How were these sunscreens chosen?
Only from label data. A product must be legal in every place we track, have a fully sourced ingredient list and still be on sale. We then rank by water resistance, SPF, broad-spectrum protection, no listed fragrance and a stated non-nano active, with one product per brand in each list. No brand paid to be included.
